Aleksandr Goncharov fc9f06de6f NetworkPkg: mark fixed network PCDs ...

Rename `NetworkPcds` to `NetworkFixedPcds` to avoid confusion with
dynamic PCDs. The next patches in the chain will update all references
across the codebase to use the new name.
