Commit 2f6f3329ad ("FmpDevicePkg/FmpDxe: Use new Variable Lock interface"),
moved to using gEdkiiVariablePolicyProtocolGuid instead of
gEdkiiVariableLockProtocolGuid however the Depex was not updated to
reflect the change.
Correct the dependency.
