Ray Ni 83794b8e96 IntelFsp2Pkg/FspMultiPhaseLib: Remove EFIAPI for local function

FspMultiPhaseWorker() is a local function that's called from
FspMultiPhaseMemInitApiHandler()
and FspMultiPhaseSiInitApiHandlerV2().

Remove "EFIAPI" from its function header.
