REF: https://bugzilla.tianocore.org/show_bug.cgi?id=3729 Put ReportStatusCodeRouterRuntimeDxe and StatusCodeHandlerRuntimeDxe in DXE Apriori list to enable DEBUG() via serial port through PeiDxeDebugLibReportStatusCode DebugLib instance as early as possible. The earliest point to add them is right before BlSupportDxe.
