Jeff Brasen 9fc61309bf ArmPkg/ProcessorSubClassDxe: Limit values to 0xFF ...

The CoreCount, EnabledCore and ThreadCount counts
should be set to 0xFF if value is greater than
255 per the SMBIOS specification.
