Remove the UHCI PEI module, which is unused (in edk2-platforms) and
obsolete. It also implements an older version of the USB host controller
PPI, which can be dropped from EDK2 entirely once this driver is gone.

To use Arm-FFA intereface in PeilessSec, implments
ArmFfaSecLib used by PeilessSec.
For example, communicate with TPM service using CRB over ARM-FFA
(via Tpm2DeviceLibFfa), PeilessSec need to use Arm-FFA interface.

ArmFfaLib is an implementation of an industry specification-defined
interface with UEFI specific method of handling Rx/Tx buffer sharing
across multiple boot phases, which is more appropriately placed in
MdeModulePkg.
This update relocates the implementation of ArmFfaLib to MdeModulePkg,
thereby supporting the FFA call primitives for all other packages that
depend on this interface.

Adds a new library instance to support logging performance data in
Standalone MM.
- Add StandaloneMmPerformanceLib instance
- Move common MM logic to a new file `SmmPerformanceLibInternal.c`
- Since the library largely defers most logic to the performance
measurement protocol a large degree of code can be shared between
Standalone MM and Traditional MM.

Adds a new library instance to support MM core functionality for
performance in Standalone MM.
- Add StandaloneMmCorePerformanceLib instance
- Move common MM logic to a new file `MmCorePerformanceLib.c`
- Define interfaces with implementation specific to MM environment
type in `SmmCorePerformanceLibInternal.h` and implement those
functions in the Standalone MM and Traditional MM specific C files
Note: StandaloneMmCorePerformanceLib supports both
`MM_CORE_STANDALONE` and `MM_STANDALONE` as some Standalone MM
environments have privilege separation and need to link this
functionality in a ring 3 Standalone MM driver that is outside
the ring 0 Standalone MM core driver.

There are 2 reasons to move TdxMeasurementLib LibraryClass from
UefiCpuPkg to MdeModulePkg:
1. TpmMeasurementLib.h is located at MdeModulePkg/Include/Library.
It is similiar as TdxMeasurementLib.h.
2. TdxMeasurementLib is designed for TDX Measurement, it can be called
from SecurityPkg. And it is not much related to UefiCpuPkg.
Based upon above consideration, it's better to move TdxMeasurementLib
LibraryClass from UefiCpuPkg to MdeModulePkg.

Now that the ResetVectors are USER_DEFINED modules, they will not
be linked against StackCheckLibNull, which were the only modules
causing issues. So, we can now remove the kludge we had before
and the requirement for every DSC to include StackCheckLibNull
for SEC modules and just apply StackCheckLibNull globally.
This also changes every DSC to drop the SEC definition of
StackCheckLibNull.

As per the emailed RFC in

this patch moves CompilerIntrinsicsLib from ArmPkg to
MdePkg as this library provides compiler intrinsics, which
are industry standard.
This aligns with the goal of integrating ArmPkg into existing
packages: https://bugzilla.tianocore.org/show_bug.cgi?id=4121.
The newly placed CompilerIntrinsicsLib is added to MdeLibs.dsc.inc
as every DSC that builds ARM/AARCH64 needs this library added. The
old location is removed from every DSC in edk2 in this commit also
to not break bisectability with minimal hoop jumping.

Adding NULL SpiHcPlatformLib instance. This library is responsible for
handling the low level details of the SPI host controller. Since this is
platform specific this library will be dependent on OEM SPI
implementation. The SPI host controller layer will utilize this library
for SPI bus transactions.

The BaseRngLibTimerLib allows to generate number based on a timer.
This mechanism allows to have a basic non-secure implementation
for non-production platforms.
To bind and identify Random Number Generators implementations with
a GUID, an unsafe GUID should be added. This GUID cannot be added
to the MdePkg unless it is also added to a specification.
To keep the MdePkg self-contained, copy the BaseRngLibTimerLib to
the MdeModulePkg. This will allow to define an unsafe Rng GUID
in a later patch in the MdeModulePkg.
The MdePkg implementation will be removed later. This allows to give
some time to platform owners to switch to the MdeModulePkg
implementation.

Adds a new library class VariableFlashInfoLib that abstracts access
to variable flash information. The instance provided first attempts
to retrieve information from the Variable Flash Info HOB. If that
HOB is not present, it falls back to the PCDs defined in
MdeModulePkg.
This fall back behavior provides backward compatibility for platforms
that only provide PCDs but also allows platforms that need to
dynamically provide the information using the Variable Flash Info HOB
to do so at runtime.

This library extends Boot Maintenance Menu and allows to select
Boot Discovery Policy. When choice is made BootDiscoveryPolicy
variable is set. Platform code can use this variable to decide
which class of device shall be connected.

This change added support of RSC router under StandaloneMm. It replaces
SMM version ReportStatusCode protocol definitions with MM version. This
patch also switched to use gMmst instead of gSmst. Lastly, it abstracts
standalone and traditional MM driver entrypoints into separate files to
allow maximal common implementations.
