ShellPkg: DtbTableAddress via config in dmem

DTB address can be modified through the config table. Use
this address in dmem output.
EmbeddedPkg dependency added to
ShellPkg/Library/UefiShellDebug1CommandsLib/UefiShellDebug1CommandsLib.inf
and ShellPkg/ShellPkg.ci.yaml
